Major release of radio­active ­material with widespread health and environmental effects requiring implementation of planned and extended ­countermeasures

There have been two such events to date:

• Chernobyl disaster, 26 April 1986. A power surge during a test procedure resulted in a criticality accident, leading to a powerful steam explosion and fire that released a significant fraction of core material into the environment, resulting in a death toll of 56 as well as estimated 4,000 additional cancer fatalities among people exposed to elevated doses of radiation. As a result, the city of Chernobyl (pop. 14,000) was largely abandoned, the larger city of Pripyat (pop. 49,400) was completely abandoned, and a 30 km exclusion zone was established.

• Fukushima I nuclear accidents, a series of events beginning on 11 March 2011. Rated level 7 on 11 April 2011 by the Japanese government’s nuclear safety agency.^[2][3] Major damage to the backup power and containment systems caused by the 2011 Tōhoku earthquake and tsunami resulted in overheating and leaking from some of the Fukushima I nuclear plant’s reactors. Each reactor accident was rated separately; out of the six reactors, three were rated level 5, one was rated at a level 3, and the situation as a whole was rated level 7.^[4] An exclusion zone of 20 km was established around the plant as well as a 30 km voluntary evacuation zone^[5] .

Level 6: Serious accident

Significant release of radioactive material likely to require implementation of planned countermeasures.

There has been only one such event to date:

• Kyshtym disaster at Mayak, Soviet Union, 29 September 1957. A failed cooling system at a military nuclear waste reprocessing facility caused a steam explosion that released 70–80 tons of highly radioactive material into the environment. Impact on local population is not fully known. This is the only accident to go over 5 on the scale besides Chernobyl and Fukushima.^[6]

Level 5: Accident with wider consequences

Limited release of radioactive ­material likely to require i­mplementation of some planned­ countermeasures.

Several deaths from ­radiation.

Severe damage to reactor core.

Release of large quantities of radioactive material within an installation with a high probability of significant public exposure. This could arise from a major criticality accident or fire.

Examples:

• Windscale fire (United Kingdom), 10 October 1957.^[7] Annealing of graphite moderator at a military air-cooled reactor caused the graphite and the metallic uranium fuel to catch fire, releasing radioactive pile material as dust into the environment.
• Three Mile Island accident near Harrisburg, Pennsylvania (United States), 28 March 1979.^[8] A combination of design and operator errors caused a gradual loss of coolant, leading to a partialmeltdown. Radioactive gases were released into the atmosphere.
• First Chalk River accident,^{[citation needed]} Chalk River, Ontario (Canada), 12 December 1952. Reactor core damaged.
• Lucens partial core meltdown (Switzerland), 21 January 1969. A test reactor built in an underground cavern suffered a loss-of-coolant accident during a startup, leading to a partial core meltdown and massive radioactive contamination of the cavern, which was then sealed.^{[citation needed]}
• Goiânia accident (Brazil), 13 September 1987. An unsecured caesium chloride radiation source left in an abandoned hospital was recovered by scavenger thieves unaware of its nature and sold at a scrapyard. 249 people were contaminated and 4 died.

Level 4: Accident with local consequences

Minor release of radioactive material unlikely to result in implementation of planned countermeasures other than local food controls.

At least one death from radiation.

Fuel melt or damage to fuel ­resulting in more than 0.1% release of core inventory.

Exposure rates of more than 1 Sv/h in an operating area.

Near accident at a nuclear power plant with no safety provisions remaining.

Level 1: Anomaly

(Arrangements for reporting minor events to the public differ from country to country. It is difficult to ensure precise consistency in rating events between INES Level-1 and Below scale/Level-0)

• Gravelines (Nord, France), 8 August 2009; during the annual fuel bundle exchange in reactor #1, a fuel bundle snagged on to the internal structure. Operations were stopped, the reactor building was evacuated and isolated in accordance with operating procedures.^[10]
• TNPC (Drôme, France), July 2008; leak of 6,000 litres (1,300 imp gal; 1,600 US gal) of water containing 75 kilograms (170 lb) of uranium into the environment.

Level 0: Deviation

No safety significance.

Examples:

• 4 June 2008: Krško, Slovenia: Leakage from the primary cooling circuit.^[11]
• 17 December 2006, Atucha, Argentina: Reactor shutdown due to tritium increase in reactor compartment.^[12]
• 13 February 2006: Fire in Nuclear Waste Volume Reduction Facilities of the Japanese Atomic Energy Agency (JAEA) in Tokaimura.^[13]

Out of scale

There are also events of no safety relevance, characterized as “out of scale”.^[14]

• 17 November 2002, Natural Uranium Oxide Fuel Plant at the Nuclear Fuel Complex in Hyderabad, India: A chemical explosion at a fuel fabrication facility.^[15]
• 29 September 1999: H.B. Robinson, United States: A tornado sighting within the protected area of the nuclear power plant (NPP).^[16][17][18]
• 5 March 1999: San Onofre, United States: Discovery of suspicious item, originally thought to be a bomb, in nuclear power plant.^[19]

Long-term health consequences

The situation remains in the acute phase for detection of human health effects, according to the World Health Organization. Still, the WHO has stated that the basis for continuing public health studies over the next 20 years need to be put in place.^[390] Studies on the effects of the Chernobyl nuclear disaster suggest that longer-term studies are justified. A study published in the journal Environmental Health Perspectives, “The Chernobyl Accident 20 Years On,” found that the most prominent health issue resulting from Chernobyl is thyroid cancer for people exposed to radiation as children; in neighboring Belarus, such reports were initially greeted with skepticism by scientists, but the link has been established. Adverse psychological consequences have been firmly established in the Ukraine and Belarus, including negative stress outcomes and addiction. Less certain, but worthy of increased attention, are possible genetic effects of radiation, which have been established; the precise health effects are still under study. Also less clear is the level of increased risk for leukemia and birth defects, although increases here have been observed.^[391] Another study, “Thyroid Cancers in Ukraine Related to the Chernobyl Accident,” states that across the sample population there exists an increased risk of thyroid cancer 20 years after the initial exposure. This risk was not uniform for the whole sample and was most varied conditional on geographical distance from the plant at the time of exposure. The study also found that there is no evidence indicating that this increased cancer risk for those who lived in the area at the time of the accident is decreasing at all over time.^[392]

Following are apparently extracts of the letter, showing how Three World Wars have been planned for many generations.

Since the terrorist attacks of Sept 11, 2001, world events, and in particular in the Middle East, show a growing unrest and instability between Modern Zionism and the Arabic World. The safety data sheet states “The potential human hazard is: High.”
According to the Alaska Community Action on Toxics, the use of Corexit during the Exxon Valdez oil spill caused “respiratory, nervous system, liver, kidney and blood disorders” in people.^[9] According to the EPA, Corexit is more toxic than dispersants made by several competitors and less effective in handling southern Louisiana crude.^[14] However, the oil from Deepwater Horizon is not believed to be typical Louisiana crude.

Reportedly Corexit is toxic to marine life and helps keep spilled oil submerged. The quantities used in the Gulf will create ‘unprecedented underwater damage to organisms.’^[15] 9527A is also hazardous for humans: ‘May cause injury to red blood cells (hemolysis), kidney or the liver’.^[16]

Alternative dispersants which are approved by the EPA are listed on the National Contingency Plan Product Schedule^[17] and rated for their toxicity and effectiveness.^[18]

Also please not what the substance does:

The oil film will be dispersed in small droplets which intermix with the seawater. The oil is then not only distributed in two dimensions but is dispersed in three and it is about 10 times as toxic.

Now, even if the fact that the becoming 10 time more toxic have no citation sources, it is probably more toxic that the Oil and Corexit alone..

Also I’d like to be able to find a way to have data on how much will the oil be dispersed in the next years and what is and will be the extent of damage. What happens when the Water evaporates? Will be the toxic substance carried up with the water vapor? then toxic rains again like in the past.

Just before dawn the next day, skies all over planet Earth erupted in red, green, and purple auroras so brilliant that newspapers could be read as easily as in daylight. Indeed, stunning auroras pulsated even at near tropical latitudes over Cuba, the Bahamas, Jamaica, El Salvador, and Hawaii.

Even more disconcerting, telegraph systems worldwide went haywire. Spark discharges shocked telegraph operators and set the telegraph paper on fire. Even when telegraphers disconnected the batteries powering the lines, aurora-induced electric currents in the wires still allowed messages to be transmitted.

In the early morning on June 30, 1908 at 7:15 (± 5 min) a.m. that correspond to 0:14 (± 5 min) UT, a powerful explosion occurred in the Kulik-caldera, Eastern Siberia. Scientists examining the area estimated that the explosion was equivalent to 5÷40 megatons of TNT. The blast felled trees in an area over 2,150 square km. Barometric and seismic disturbances from the explosion were recorded world-wide. For the first three nights after the Tunguska explosion, skies of Eurasia were exceptionally bright and then the effect abruptly disappeared. Although most observers generally accept that some kind of a celestial body, either a comet or an asteroid, could blow up, however, the main puzzle is the absence of space-body remnants in/on the ground in the affected region. And now, more 100 years later, the debate about the Tunguska event continues.
PULSATIONS IN KIEL AND THE VORTEX OF GRAVITY
Linear gravitational field equations, that are obtained from Maxwell’s equations by using gravitational vectors instead of electromagnetic vectors, have attracted the attention of scientists long ago. When Heavisidian monopoles are taken into account the equations can be modified by introducing two scalar fields. In 1969, J. Carstoiu [1] presented the so-called vortex field of gravitational force, comparable to the electromagnetic system.
For the first time vortical structures on the Sun were observed in 1857 [2]. On May 5, 1907 the same structures were registered on the sundisk again. A. Stentzel has paid attention to the effect of a 50-yr period of these structures. The effect of inversion of speeds for neutral points of polarization has been noted since May, 10th 1907 when the rate of increase of Arago point has exceeded the rate of increase of point Babine [3]. Obviously, this effect could correlate with above mentioned vortical structures on the Sun at that time. Increasing of the angular distance of neutral points (both Arago and Babine), which has begun on May, 1907, proceeded till the end of June, 1908. Exactly after the Tunguska explosion the maximum relative increase of the polarization for the whole period from 1905 till 1910 was recorded [4].

What was seeing recently is nothing new..

Who knew that the threat posed by the American Midwest warranted a nuclear deterrent? Apparently a crew at Minot Air Force Base in North Dakota did.

News reports revealed today that, in what can only be described as an unbelievable blunder, Air Force personnel allowed a B-52 bomber to fly from North Dakota to Louisiana last week armed with nuclear cruise missiles. The incident has provoked a massive response from top officials: Defense Secretary Gates and President Bush were notified, an investigation launched, disciplinary action taken against the Air Force personnel involved, an inventory underway of all Air Force nuclear weapons, and a halting of all fighter and bomber flights on Sept. 14.

The incident also raises the question of exactly when, where, and under what conditions US aircraft are allowed to be armed with nuclear weapons. Retired Air Force Major General Don Shepperd remarked in a CNN report on the story that “…the United States had agreed in a Cold War-era treaty not to fly nuclear weapons. ‘It appears that what happened was this treaty agreement was violated,’ he said.”

The CNN report isn’t clear on what “Cold War-era treaty” he’s referencing. However, an article from the Global Security Newswire provides a more in-depth and convincing explanation:

The risk of flying accidents, however, led the United States to abandon all nuclear-armed bomber flights in 1968, according to Hans Kristensen, a nuclear weapons expert with the Federation of American Scientists.

Until then, the Air Force kept about 12 strategic bombers in the air at all times, with each one usually carrying two to four nuclear gravity bombs. Several accidents occurred (see GSN, June 20, 2005), including a crash in Spain in 1966 and then a crash at an air base in Greenland on Jan. 21, 1968. The plane’s nuclear weapons did not explode in the latter incident, but their radioactive fissile material was dispersed at the crash site.

Defense Secretary Robert McNamara that day ordered the grounding of all nuclear-armed aircraft, a policy that has continued for four decades. Instead of flying with nuclear weapons, armed bombers were kept on alert on the ground with flight crews nearby to enable the planes to take off within minutes, if necessary.

In 1991, President George H.W. Bush reduced the bomber alert status further by ordering nuclear weapons to be removed from the aircraft and kept in nearby storage facilities.

The GSN description seems to indicate that the ban on flying nuclear-armed aircraft was the result of a DoD Directive or Executive Order. It’s worth noting that a separate GSN article from March reported that the US will soon end its use of nuclear cruise missiles pursuant to the 2002 Moscow Treaty. Perhaps this is the “Cold War-era treaty” mentioned by Shepperd.
